Thomas Murphy is a nine year veteran at the Office of Juvenile Justice and Delinquency Prevention. Tom worked the first two and a half years at OJJDP in the Special Emphasis Division where he managed and monitored over 40 discretionary grants targeting at-risk, gang involved, and delinquent youth. Tom monitored a variety of federally initiated grant programs that included Juvenile Mentoring Programs, the Youth Environmental Services Program, and an array of delinquency prevention and intervention programs throughout the country.

 

Tom spent his next year and a half as a Program Manager in the Training and Technical Assistance Division where he managed a variety of training, technical assistance and information dissemination efforts for prevention, intervention and correction-based juvenile justice programs. Tom’s speciality is working within the aftercare/reentry field of juvenile justice.

 

Under OJJDP’s  reorganization in June 2003, Tom joined the State Relations and Assistance Division (SRAD) as a State Representative and has managed as many as eight states at a time. Tom also managed the Office of Justice Program’s Serious and Violent Offender Reentry Initiative, of which SRAD manages twenty-two sites. Tom is currently the Coordinator for the Juvenile Accountability Block Grant Program. Tom also works closely with the Department of Labor, Employment and Training Division on several joint initiatives.

 

Prior to working at OJJDP, Tom was employed for 10 years at the Maryland Department of Juvenile Justice in several administrative capacities. For the last 4 ½ years in Maryland, Tom was the Grants Administrator, responsible for the management of grant writing and tracking of program implementation. Tom also was actively involved in solicitation writing and contract development at the state level.

 

Tom has a Master’s of Public Administration from the University of Baltimore which he earned in 1987.
